1970 HS40 Carb Adjustment / Help Please

Can anyone tell me the settings for the bowl screw and the air screw so I can get the engine started and adjust from there?

In short, if I turn each screw all the in how many turns do I back out each screw?

I've got the engine to fire and even run for a few seconds. But the spark plug looks dry so maybe it's not getting enough gas?????

I have the carb bowl off and the float has some rust. Figure I might as well replace it. I have the rebuild kit but not the float.

Can anyone point me towards the correct replacement float? The engine is an HS40 with a 1970 serial number and the carb number is 3390010.

The engine will fire but only runs (for about 2-3 seconds) when I squirt starter fluid in the head. Short lived success. My guess is that once that fuel burns up there is no gas coming from the carb. However the engine will fire without using starter fluid in the head. But upon examination the spark plug is dry.
