3hp briggs with no balls

so i just put this motor on my go cart and it has no rpms top end is like 15 so i took off the pull start cover and noticed to wires comming from the crank case what are they for should the be on something there just there not tuching anything?

btw i messed with the fuel mixtures and still nothing this motor is mid 70's

Try working the throttle at the carb butterfly. look and see if the throttle is even opening. There should be a spring about 1" long on the governer arm near the bottom that hooks to the throttle control also. Between the control plate and the engine.
