The serial number is 53122
considering the number, and how the bike is configured (hole in the engine plate, Paint not powdercoat, mags with generals, and a few other things), and what lil Indian has written in their "history" of the company. That would kinda put that bike in the time frame when LI was bought, operations moved, then resold because they were going under and a large amount of bikes were being returned for defects.
With that said it would not be inconceivable that that thing left the factory without a front fender mount. The majority of the bikes did not come with fenders (they still had the mounts) so if they were trying to fill an order it COULD have happened.
I dont think the fender was intended to be mounted like that earlier Lil indian was, note that those earlier bikes were in fact shorter compared to the late models, they started growing 65-66 and were getting taller to clear bigger engines, 6" wheels, etc.. Your see the fender mount change a few time in that timeframe eventually to the common strap (not so common on your bike :laugh
I'd problaby put one on there if I was going to redo it, I have a factory F**k-up bike but original paint was too far gone to make a survivor out of. If I leave what they changed at the factory, it will just look like something I missed before paint :doah:
Good luck with it
