Looks like another Scat Cat frame or Taiwan made.

That is an odd location for the skid brake brackets.

I was thinking maybe it was a jack shaft plate

A jackshaft would need bearings, which would require a bigger hole.

Brake brackets, sort of.
The one I have has a lever through those holes, however it's attached to a cable that operates a rear internal drum brake.
I doubt mine is a factory setup as a lot of crap has been welded/added on over the years although it has the brackets in the same spots.
