Clinton carb question

I have a model N carb on Clinton engine that I am trying to get going.
When I pulled the bowl off of the carb, there was a strange metal piece in the bowl that I am not familiar with from doing Tecumseh and Briggs engines/carbs. It is round, and has a square cutout (it is nearly the circumference of the bowl). I also see when buying carb rebuild kits, that there is a round "thingy" included (looks like a diaphram), that might be the same (replacement) for the metal thingy i found in my float bowl.

Can someone describe what this part is, what it is for, and how it is to be installed?

post a photo..........maybe its a baffle to keep fuel away from the atmospheric vent...... you might be correct, carter used a bowl oring and a diaphragm type material sandwiched between the bowl and oring.
