govenor

Ok this maybe a stupid question but would a throttle stop do the same thing as the govenor, because I can't figure out how this thing hooks back up but I can put a throttle stop on pretty easy.

The govener protects the engine from over reving the throttle stop is only for limiting how much throttle is used.
The govener rod is usually conected to the throttle butterfly with a linkage or spring and as the engine reaches max rpm it closes
the butterfly slightly to reduce rpm.
There should be pictures of the linkages for your engine some place on the web.
Try searching for exploded parts diagrams for your engine.
