HS40 Throttle linkage works only when engine is OFF?

Hello,
Set up a new tecumseh throttle on my HS40 snowblower engine circa 1970. The set up works flawlessly until I start the engine, then the butter fly moves a hair and no more. Turn engine off and it will work again perfectly. At my wits end. Please help as my son really wants to ride my minibike

I always have to bend that little piece of metal in flat so the govenor works properly. On the arm of the spring that goes to the govenor,

Just me…..but I have found making minor adjustment to that linkage makes a world of difference

Ah, ha, I'll give that a shot....

And after you bend that in, adjust the governor. Loosen the little screw at bottom of governor arm, push the arm wide open(to the right) and re tighten the screw. Should operate like a champ.

I always break that tab off. Bend it back and forth a few times with pliers and will break right off.
