I say it's a Bird engineering mini with some reinforcements added at the neck.

They are right. Its a later Bird Eng bike with the factory braces. My 1968 Duck has the upper one and my newer Bird/Sear foremost has both braces.

I assume some kiddies lost some teeth with the neck breaking hence the upper and lower braces added on in later runs.
