Sometimes you can find get deals at a Hobby Shop for hand held drills with the tiny drill bits. I picked up a nice one from Harbor Freight that does me fine. But the Hobby Shop is your best bet.
Try Enco at Enco - Guaranteed Lowest Prices on Machinery, Tools and Shop Supplies. Click on 'circuit board and micro drills'. They have a 1/8" diameter shank so you can hold that .018 [#77] drill in a common drill chuck. A .040 drill is a #60 which can be bought at any hardware store. Enco has cheap sets that range from #60 to #1 [.228] for short money. It is the drills that range from #61 to #80 [.0135] that seem to be necessary to buy one at a time.
