This craigslist find looks like a potential cafe racer,IMHO......What is it? Thanks for any replies.

Looks like a Rupp Scrambler with the top bar modified.

I say that because it looks like the motor plate might be flat? the rear shocks and the mount under the seat for the shocks.

I think that you are right, it is a Cougar. Look at the bottom of the rear shocks they have the same flat squared off bottom. It's a shame that someone butcherd the frame like that. I once thought that my bike was a Cougar before identifying it as an Arco.
