Whatever it is they modified the neck to accept the scooter forks, maybe even small motorcycle forks. At a glance I thought they were K10 forks like BMI used to sell but they are different, bet it rides nice.
Looks awfully similar to this. I have one in my shed, I'll look closer tomorrow.
It's got the reinforcement plate deal on the down tubes as well. Same trick forks too.
