Not sure about this pulley

I recently pulled an old mini bike out of my Dad's shed. It's in pretty rough shape. The front sticker says Texas ranger Mini Bike and that's about all I know about it. I'm not sure what to make of the pulley on the jack shaft. I'm not sure how I should remove it. I'm afraid a puller might destroy it.

Someone took a belt clutch from a tiller or snow blower and put it on a bike. Should have originally been a Torque Converter. Either Comet or Fairbanks Morse, most likely
