ratio rocker only on the intake?

Because the Intake needs more help than the exhaust.

I never use ratio rockers.
But if I was going to I would probably try it and see what it did with and then without for me.
The exhaust flows much better than the intake on these engines.
Or rather the intake is smaller than it could be for best performance.
Stock cam with the right springs and a ratio rocker on the intake might make a difference for you.

See the biggest limiting factor is less the valve on a stock clone than the cam and carb.

And really it mostly the cam duration.
Small carb can't flow much even with a bigger or more lift valve.
Stock cam not open very long.

Well if its cheap and you want to tinker it will not hurt you.
it will make some difference I just can't say how much and it depends on other mods too like a little port clean up and a header air filter kit to improve the breathing a little.

I don't think the cost would justify the reward...unless of course this is a 30hp, 10,000 rpm clone...but if that was the case, you wouldn't be here asking these questions!
