Rupp roadster 2 carb

I have a rupp roadster 2 that I can only get to run off a spray can.
I cleaned the carb twice, and did a new needle and seat.

When I have the carb off, bowl off, but fuel tank hooked up.
Gas flows in nice when I let the float down and stops when I push it up.

I have been holding the throttle wide open and get it to run off spray,
But absolutely nothing when I quit spraying.

What the trick to these carbs or what do I need to look for?

Well I cleaned it again, this time I took out the adjustment screws. I didn't do that the first two cleanings. It will run on the gas in the tank and I don't have to keep spraying it.

But it's not running good, I have to hold the throttle wide open to keep it running and it's not reving up high.
