Yes and they will work fine if you replace the original brake cables with QUALITY cables.....I stress quality due to so many cheapy cables having poor casings which absorb too much energy that should be put to the calipers.
Example....bike when new.....you had to drag your feet to help get it to stop. With quality cables, you can skid rear tire with rear brake or lift rear tire off ground when using front brake only

I think rupp realized that when the decided to throw together the C-500 which I believe was built after the initial 68 lineup was created. Heavy h50 with way more power than the single rear disc could handle via cable so they created the foot brake assy with solid rod.....which quickly became a popular option for the rest of the 1968's
