Neat find. The solid "tires" certainly made for a comfortable ride I bet.
The frame wasn't even pretending to be a real bicycle as there's no bottom bracket for the crankset, but just a clamp-on affair. I bet it started life as a balance bike.
It is all original. I had the rear Bendix assembly rebuilt and wanted to take for a spin today. I couldn't even pedal with those handel bars. Lol. I Just rolled down the driveway and that hurt my butt with those tires and a plastic seat.
