I'm looking at buying one that has this.

Do you mean what does "stage one racing kit" mean?

Typically just air filter and exhaust. Not much.

It depends on the kit.. I got the "stage 1" kit for my 6.5 clone from OldMiniBikes warehouse, which included intake, exhaust, new carb jets, stiffer valve springs, a timing advance key, and some brackets and adapters to make everything fit correctly.
