Yes, it's a Cat 400. Handlebars and seat are obviously wrong, and the scrub brake was added. Front wheel is a Manco, but the back wheel looks original.

Seat mount is added and shock mounts side mounted, looks like a 300X made to look like a 400.

Now that I look I can see that Markus, certainly not a correct seat or shock mount though. Not sure why they would have done that but I gave up trying to figure out goofy modifications long ago.
