what is this strange little bike ?

Looks like a Bird El Tigre, there weren't many bikes that were chrome from the factory, I'm pretty sure that's one of them . There was another El Tigre that was chrome, but the frame is totally different. Made by Maverik or American Eagle or ? Yours is definitely some model of Bird. The forks are different on yours than the pic, but there's lots of bikes out there with mismatched forks. Hope this helps!!! Here's a pic I found in the Photo gallery.:thumbsup:
Edit: After searching a little more, yours may have been branded and sold as a JC Penny's El Tigre, not branded as a Bird. Still made by Bird Engineering. So check out the JC Penny's photo section too. I'm no expert just trying to help!!!:thumbsup:
