What the heck, and how old?

Guy wants to swap this for a bunch of my handtied fishing flies, but the front bracket on the frame doesn't ring any bells to me.
(The extra plate on the handlebars looks weird too.)

The older dusters had springs on the forks i think i remember.....forks maybe a cat 300x?

looks like its got a flat spoked trailhorse wheel in front. definatly cat handlebars
