How do I measure to find out how big my wheel is on my mini?

I just got this bike today and the tag says its a hs40 tecumseh. On my other hs40 motors the intake is on the other side. So im think the blower housing has been changed. How can i find out what size this motor is? Im thinking its a 5hp

i'm trying to order a throttle grip set, and most of the sets i see are for a 7/8" bar. when i measure the bar on my bike, it is 7/8" from the inside to the inside of the pipe. if i measure the outside to the outside, its 1". what size throttle grip do i buy?
