You can remove the governor if you want. BUT, DONT hold it wide open or you will risk having parts break and your engine blowing up. If yuor using it for a minibike and want performance and speed, i would get a different engine that has performance optiosn available. A gx200 for example. It is not a honda clone, its made by subaru like you said. Removing the compression relase will not add power. It is there to make starting easier. I would clean your carb out completely and make sure all seals are tight.
