Looks like an old RD-17 psuhing it a long.
Another engine I liked ( with the exception of the clam shell cover, make sure there are no fuel leaks they tended to pop those covers off when they leaked fuel ).
Good idler and strong puller.
Interesting hull I am not familair with.
I think these were more affordable in the USA.
More kids of things like this were made and sold there.

Amagine the fun water skies with a small inexpensive to run engine...
Tank full of fuel and you could go all day
25 hp would go like a bat out of hell on there even pulling a skier.
