Another engine wont run thread

Ok I did the search and read a bunch of threads but I am still confused. I removed the gov, and the engine no longer runs.. Got spark, and fuel. How is it possible to get these engines 180 out of time? If you line up the dots all should be good right? Piston was at TDC when cam was installed and dots lined up. Checked valve clearance and all is good there as well.

I have been using my drill to crank the engine over and nothing.:shrug:

butterfly position in carb changed as a result of castrating the GOV....reminds me of a old trick....got a engine thats hard to start ....reach in and close the carb to just a hair above idle....it changes the air/fuel mix resistance at the plug and allows a weak coil/bad plug to fire.....Some engines that throttle up when not running (due to gov spring) this trick will work on....
