bad clutch? something needs adjustment?

hey guys, new here and pretty unfamiliar with small engines, I do have some mechanical background but not in this field.

anyway I just picked up a fresh chopper, new 6.5 hp motor on it but heres my issue. it doesn't like to sit still and at times it doesn't run great, sort or a pronounced put-put-put and if throttle is applied it'll die out. I haven't actually gotten a good ride out of it yet because every quarter of a block maybe it stalls out.

there dosent seem to be much input from the throttle, although the linkage is moving. it kind of seems like its full on, gunning to go, or putting real bad trying to die regardless of throttle position.

wondering if theres anything I can check? or adjust? or how to tell if the clutch is sticking?

and I know how to use the choke, it does get better with the choke off but once its un-engaged the problems start. that's not going to be the issue as far as I can tell
