Baja Minibike

#1
I recently bought a Baja minibike that was left outside for an entire winter but I got it for a great price. I got it home decided that I was going to fix it up and make it drivable again. I took out the sparkplug and it was perfect, so I flipped it over and pulled it 40-50 times to drain the water out of it. It seemed that all the water was out. I put in new gas, and new oil. I tried to start it and it wouldn't start so I primed the head by pouring gas into the spark plug hole and it started for 5-10 seconds and then shut off, and does this every time that I prime the head. What would be wrong? Could it be water in the carb?

EDIT: Its a 196cc and I'm assuming it has 6.5 HP
