Bent Forks or anique rake angle

Lately, I've seen several frames on CL with forks that appear to be bent back a bit as if someone ran the bike into a wall.

Where the bike designed this way or are the forks bent?

EDIT: Title was supposed to be "unique", not anique.

We call them "high speed" forks here.

Usually a result of hitting an immovable object at high speed.

Kinda what I thought. The latest one I saw on CL has the scrub brake.

Can this be effectively bent back?

That's a JcPenneys/Cat Duster Chopper. I sure hope you picked that one up? Very sought after bike. Forks are easily fixable but the ape hanger handle bars have been cut off.

Here is what one looks like put together.
