Brakes Help

This brake part came with a bunch of Mini Bike parts froma recent purchase however I don't know what wheel is would fit on. Most of the items came from Nothern Tools including 3 5" white wheels & tires (4.10/3.50-5") but I don't think it will work with them as the hole don't line up and the center won't fit over the flange inside. Any help would be great

If the sprocket/drum came from Northern, it would be for the Azusa Tri Stars.

But I can't find the correct wheels for it. I went to the Azusa website but that didn't help me either
