Can anyone please help identify this bike?

Picked this up at a yard sale today along with a vintage go-cart frame, but can't identify the make/model. Seller couldn't tell me much about it except that its been sitting in his garage for 30+ years. Told me he bought it used for his kids sometime in the 1980's. The front fork does have springs, but for whatever reason someone had covered them with masking tape and painted over them so they aren't visible in the pics unless you look closely.

Any help identifying this thing would be greatly appreciated.

Wow! Thank you very much for the quick ID, Doc. One more question: any tips for figuring out the model year? I was thinking about trying to use the engine code, but I'm not sure whether the engine is original or not.

I'll be honest with you, I have forgotten some of the features necessary to tell and some are missing. I can't help you there but I would hazard a guess that it is before '67. Ogy would know but I am not sure how much he's on here anymore.
