Not to mention the weather checked tires... I just cant find anything around here, there so simple every 4th guy wants to fix it up one day and never does so it rots into a pile of garbage

If you are close and can talk him down a bit it may be worth it. It will make a good rider. If you are thinking restoration keep looking. The parts will triple or more the purchase price. There are better examples still out there.
