Engine mount

I know the engine mount should give this away...but I can't figure it out.....

Is front fork right? Handlebar mounting odd?

I see yours have U-bolts ..not sure on that.

I know the photo could be better, but could the fork be rupp (given the u bolt mounted handle bars?)...or did others also use u bolts?
