Engine will not kick down

It keeps surging. I totally let off the throttle and the engine will not kick down to an idle. I turned the idle screw all the way out and that did not help. Could it be that the clutch is not disengaging? Anyone have problems like this? I had to hit the kill button at one point because he kept moving forward and I was going towards a main road and there was no room to turn.

mine sort of acted like that when my clutch broke. basically the spring broke and the pad got jammed so it stayed engaged. it was also making some nasty noises when it was doing this though.

If your return spring is working,,, then it the carb or intake leak.
