100% yes they need to be torqued.
I did a quick Google search and couldn't find any info. I've also worked at a Harley dealership for over 20 years and can tell you that no one I currently work with would know the answer to your question. We don't even have any books on those bikes nor can we get parts for them, as far as I know.
