Certain aspects of that bike remind me of those 'Terra' mini bikes.

Too sophisticated to be homemade. Does it have any jackshaft mounts? It sure is interesting. I think, paint it and find a big flathead and ride it.

Agree, it looks like a lot of thought went into the design

Home made. I'd add it to my collection of home made bikes if it wasn't so far away. Lots of my home made bikes are pretty well made. Lots of them were made by machinists and welders from back in the day when it was cheaper to build one for their kid than to buy one from the store.
