how to remove a jackshaft

need help ...trying to remove the jackshaft which has a sprocket on it and lock collars and brake.I already remove all set screws but darn things will budge to move them so I can slide the shaft off.
The reason why I'm trying to remove the shaft is I need to paint the frame.

Set screws probably chewed up the shaft under the collars. Could get something like a balljoint removall tool, (looks like a fork) and have at it with a hammer. If that dosent work...could always paint it with a small brush and some tape!

I used two large flat head screwdrivers in a similar fashion...
