I scored this in York PA at a swap yesterday for 50.00. All I need is the seat and motor! Is it a bird or what? thanks

Not a Bird, definitely a what. I don't remember ever seeing vertical rear axle mounts like that. Looks kind of like an Arco Easy Rider with the rear mounts modified.
The angle bracket lapping down over the back looks like Fox. Could be a hybrid. All of the hardtail Birds I've seen have the rear mounts like the black frame.

Looks like one of my old ones, an alexander reynolds.

Yep, the way the frame attaches to the foot pegs gives it away. Alexander Reynolds. (ARCO). Heres one with slightly different forks and bars.
