Looks like a Taco 100 frame. Wrong forks, welded on pegs are wrong, throw away motor, wrong wheels. Rear shocks look original, as does frame and JS. If it were next door, I'd check frame number, then try and work a deal down by leaving the engine and front end in his driveway.
