On the carb, a RV throttle is most likely set up with a place to attach your throttle cable, and has a return spring. The manual throttle is made to manually move the lever like on a tiller or other equipment that runs at a steady rpm. You can use a manual throttle engine on a mini. You just have to loosen the pivot bolt on the throttle assembly, and make a way to hook up your cable. Most engines that weren't originally on a mini or kart will come with a manual throttle.
