Tec H70 Governer Question

Not on a minibike... But I'm sure somebody might be able to use the pics in the future:

Trying to get an H70 130210E engine going for our snowblower. Pictured below is the carb/throttle/governer linkage setup as it was before I took it apart. My biggest question....is the linkage connected to the governer (circled) supposed to be tight? Are any springs missing?

It should be tight with no spring. To adjust it you loosen the screw you have circled, pull the gov. towards the LS all the way and hold it. Close the throttle linkage all the way and tighten the screw. I hope this helps.
