what will work better and what will lock up the rear tire the easiest? or will they both lock up the rear tire?

i just want to know how hard it is to move the gas tank on a 6.5 hp clone engine. because im not sure if it will have enough clearance on my cat 250x. I want to possibly mount the gas tank on the frame. ill probably have to also get a smaller air filter and a straight pipe also.

will they stop you when your going 25-30 mph?
