Take out the spark plug and stuff some rope into the chamber to stop the flywheel from rotating. Then place the open end of a wrench on one of the raised edges and smack it with a hammer. Like Lawn-Boy said, its just a big nut that also serves as the starter ratchet.
It's really easy to break the hub by hitting it w/a hammer. You can also bust fins off the flywheel if your aim isn't just right. The correct tool is cheap and effective. There are lots of them listed on e-bay. Here's one now...
a couple of good shot on nthe bigger pieces counterclockwise with a hammmer and screwdrive shoutld get it off, be carefull when it comes off there is a key for the timing, have fun putting the starter clutch back together.
