clutch question for metric shaft

I have a 5hp Suzuki 2 stroke from a toro lawnmower that I want to use for a future project. The problem I have is the shaft is 25mm and a 1" clutch is .016 to big. I don't want to mess with the crank so have decided to modify a clutch to fit, does a 3/4 bore have enough material to bore out to suit, or I could weld up the bore of a 1" and re-machine. My other option would be to remake the hub the shoes hook too. The motor only revs to 3k so does anyone have a clutch they would recommend, regular centrifical clutch.

The bike I have planned won't have a jack shaft, I think I'm going to just turn the crank down and be done with it. I have spent to much time already looking at clutches online with no real answer.
I think I was just looking for an easy out.

Simply use a piece of .007" stainless shim stock spindled into clutch bore.
I have done this often for fitment of 1" bore centrifugal clutches to fit Lawn-Boy mower shafts.
