Try running it with a separate fuel line to a different tank. Isolate your tank, petcock and filter from the equation and go from there?
There isn't a lot of drop between tank and carb in your application. Perhaps the filter is causing enough restriction that you can't keep the fuel in the bowl? Might need a pump.
