Ok what is this? timing gauge?

I was looking around on ebay and came across this... timing guage? I've looked at it for a while and I can't begin to figure out how it's used.... on points ignition I always use a dial indicator and a volt/ohm meter.... solid state are pre set..gap and go..

probably something simple but it has me baffled.. :shrug:
