Well my one Honda engine was accidently stored upside down and all the gas and oil leaked out. I turned it back up right and cleaned it off as well as I could. I threw some fresh gas and oil in and but the pull start is like stuck cause it only pulls half way. I thought it was because I had no oil and it locked up to prevent damage to the engine. What happend to it and how can I fix this?

It's hydro-locked. Take the spark plug out, put a rag over the spark plug hole, put the shut-off switch in the off position and pull the recoil several times. It will blow oil out with a lot of force so stay clear. Install a new spark plug and you should be good. When you first start it the exhaust will blow a ton of smoke until it burns it all out.
