Is it ok to ride a clone with the stock muffler cut off

Only if you run wide open ! Really you need x amount of pipe length for engine to run its best ! Search pipes , headers etc. A lot of good info !

Is he just worried about you burning a valve, or is he saying it's too loud?

If it's too loud, his house, his rules. Get a muffler or a pipe.

If you don't have a muffler or some kind of exhaust system on there, I'd get one ASAP anyway. It will run better, it will run cooler, and your exhaust valve will thank you.
