The upper spring came off of the upper peg when removing the fork lowers. Ive tried freezing the peg and heating the spring, and am not able to get them to go back together. Whats the trick?

Need some ideas for straightening some forks bent between the triple trees. They are welded to the fork mounting bolt and nut with part of the upper tree missing! I don't want to try grinding down the welds and losing more material?

I was looking in my trusty tecumseh parts book and the 1967 section calls for a valve cap part number 31671? The 1989 version does not? Is this upper cap needed?
