I'm in the process of cleaning up and painting a HS50 for my JC Penneys/Bird Mini. The question I have is can I plug the nipple for the primer? Will the bike start and run OK without the primer?

I just picked this up this weekend and started a clean up and repaint. I seen a oil around the head gasket and decided just to replace it, when I removed the head is seen this. Should I worry about the discoloration on the cylinder wall? Thanks.

I acquired a Lighted RUPP Tecumseh HS50 (Model:HS50-67023 serial:2327B) but looks like the cylinder has some pitting. Can it be honed out to save the block. here are some Pics:
